A cluster project can be defined as follows:
A far-reaching project that must principally fulfil the following 4 criteria:
> Collaborative: it must be based on effective collaboration between the partners
> Innovative: the new product/procedure/service must be innovative compared to the current state of the market
> Sizeable market: the target market must be large enough to generate returns for the region, the consortium must be able to access that market
> International: the project must aim to be employable internationally in the medium term
